Keynote Addresses
Nebraska’s Lt. Governor Sheehy will give an overview of the “State of the State.”  He will be supported by updates from the OCIO and NEMA on the status of the statewide VHF trunked P25 radio system, the regional interoperability network and the mutual aid system.
Dr. David Boyd, Director of the DHS’s Science and Technology Directorate Command, Control and Interoperability Division will give the keynote address on the second day.

Dinner Buffet Tickets
A Dinner Buffet will take place from 5 to 6 p.m. on the first night immediately following the Exhibitor’s Reception.    Dinner Tickets are $23.00 each.  The dinner buffet will include an entrée, salad, 2 sides, dessert, dinner rolls, tea and coffee.  A cash bar will also be available.  You must have a dinner ticket to attend.  It is not included in the registration.

The Colorado North Central Region is hosting an All-Hazards Communications Unit Leader (COML) course (Catalog #DHS-114-RESP) October 25-28, 2010 at the South Metro Fire Rescue headquarters, 9195 E. Mineral Avenue in Centennial.

 

This class is specifically restricted to professionals who are currently staffing a public safety dispatch center. We will be tailoring the class to help everyone down to the line dispatcher to improve their skills when managing fast growing, large incidents prior to the deployment of a field COML or incident management organization. Lead instructor is Paul Smith, Executive Director for the Metropolitan Area Communications Center (METCOM).

 

Tuition for in-state attendees is covered under a homeland security grant. Out of state attendees will be charged a tuition of $300.

Train-the-Trainer Seminar: Call Center Best Practices in Handling Calls of Missing and Exploited Children (TTT)

Course Description
This one-day training is designed to help a PSAP adopt national standard ANS 1.101.1-207 that defines the role of telecommunicators in response to calls about missing, abducted, and/or sexually exploited children. The curriculum is delivered through a combination of lecture and group interaction. At the end of the day, public safety telecommunications trainers will have a thorough understanding and functional working knowledge of the ANSI standard and a Call Taker’s Guide that complements it.  Participants will be provided assistance in developing an action plan for incorporating training material from this course into their agency/ organization’s telecommunicator training program.

Time to Act:  The 9-1-1 Center and Missing Kids Course (COMM)

Course Description
There is now a national standard for 9-1-1 best practices for these calls, established in collaboration between NCMEC, NAED, APCO, NENA and Amber Alert.  Course is designed for 9-1-1 call center directors, managers and others in leadership roles. Participation meets one of the key requirements for a 9-1-1 Center to become a recognized NCMEC partner.
This comprehensive 1-day course provides a compelling overview of the issue, looking at the legal, social, and healthcare implications of kidnapped children and runaways, and the important role of 9-1-1 and the initial emergency response.

• Scope and nature of the issue—dispelling the myths and presenting the facts around kidnapping, family abductions and runaways.
• The viewpoint and experience of a parent whose child was kidnapped
• Resources available from NCMEC to prepare for an event, including new on-line continuing education for telecommunicators

The APCO Consolidated Center Directors Network (CCDN) committee is comprised of public safety communications center directors representing our nation’s consolidated, multi-jurisdiction or multi-agency centers and was established to advise APCO and the industry at-large on and make recommendations to the Board of Officers on public safety communications issues. The CCDN needs your help! The CCDN is working to gather non-proprietary information about the consolidation of public safety communications centers.  If your center has been consolidated or de-consolidated, we ask that you share your lessons learned, governance models, funding resources and methods, feasibility studies and any other related reports.

APCO/NENA State Conference Call for Papers PDF Print E-mail

Hello,

The deadline for presentation submissions for the upcoming APCO/NENA State Conference is June 1, 2010. There are 16 slots available for presentations and I am still in need of four presentations particularly from the members of this chapter. None of the twelve submissions I have received are from a chapter member. They are from vendors or outside trainers.

I am certain that we have a number of well educated, talented individuals who have information to share with the members of this chapter.

Please consider presenting at the conference and submit something. This conference is for the members of our chapter and we work very hard to bring you current and pertinent information for learning.

Update from Executive Committee and Headquarters.

Awards Dinner: APCO celebrated its 6th annual Public Safety Communications Leadership in Policy awards dinner on Tuesday.  The evening was attended by an estimated 270 friends and colleagues (up from 210 the prior year).  Enthusiasm grows each year for the event, evidenced by record support this year from corporate patrons.  The combined gross revenue from patrons, table and ticket sales was $80,000 (just slightly down from a previous high of $85,000 in 2008).  A portion of the net proceeds, plus the $600 in cash contributions collected during the evening event, goes to support the Public Safety Foundation of America.

 

Congressional Hearings: A House Homeland Security Committee, Subcommittee on Emergency Communications and Technology hearing on D block issues, previously scheduled for next week, has been postponed until after the July 4th recess.  The reason for the postponement is that the Committee wishes to allow more time for the FCC and DHS to prepare their statements.

 

The House Committee on Science and Technology, Subcommittee on Technology and Innovation has scheduled a hearing entitled "Interoperability of Public Safety Communications Equipment" for next Thursday, May 27.  Witnesses for the hearing include Dr. David Boyd (OIC DHS), Mr. Dereck Orr (NIST), Robert Speidel (Harris Corp), and John Muench (Motorola). The purpose of the hearing is to examine the ongoing efforts of equipment manufacturers to develop P 25 standards to improve interoperability. http://science.house.gov/publications/hearings_markups_details.aspx?NewsID=2839

 

APCO Day on the Hill: Overall, APCO's Day on the Hill was very successful.  We were able to secure commitments from two additional Representatives to become cosponsors of H.R. 5081. Also, Sen. Kerry (MA), who is the chair of Communications, Technology, and the Internet Subcommittee, committed to holding a hearing on the allocation of the D block to public safety.  In addition, considerable interest in the issue was expressed by Rep. Bobby Rush (IL), Sen. Johanns (NE), Sen. Voinovich (OH), Sen. Burris (IL), and Sen. Durbin (IL), which will require additional outreach from staff and members in order to secure support.

Public Safety D- Block Campaign: A meeting was be held on Monday at Motorola’s Washington, DC office to review and discuss marketing materials developed under the previously independent ad campaign now managed as part of the public safety consensus group’s efforts.  Preliminary reviews indicated that the promo images would prove useful.  However, the text and tone of the materials have since been adjusted to fall more in line with the consensus group’s efforts and the current political climate on this matter.  On the consensus group’s call this week, each organization was asked to officially join the campaign, which entails the formal titling of the effort and the consensus group as the Public Safety Alliance.  APCO will also serve as the campaign’s managing entity and fiduciary agent.  The consensus group members offered support for this concept and are now vetting the issue with their respective sets of leadership.

 

CSMAC: The Dept of Commerce Spectrum Management Advisory Committee, on which I sit, met on Wednesday morning (which prevented me from attending the PSST meeting).   Attached is a TR Daily story that does a pretty good job of reporting on the meeting.

 

CSRIC: Work groups are making good progress, but two with reports due in June have received extensions.  Thus, the June meeting has been cancelled and the next full CSRIC meeting will be in October.

 

ERIC Technical Advisory Committee: As requested, the following names were submitted to the FCC for consideration:   Steve Devine (State of MO),  Mark Schroeder (City of Phoenix), John Horst (NYPD), Joe Yurman (NY Transit)

 

Motorola Low Power Petition: Motorola filed reply comments proposing that its suggested blanket waiver (which we opposed) concerning unpaired low power UHF channels would not apply to Public Safety Pool channels.

 

Annual Conference: The APCO Annual Conference & Expo continues to gain traction this week.  Registrations grew to 342 this week surpassing Las Vegas’ registrations for the same week from prior year (332).  The APCO Justification Toolkit is proving to be a very useful tool for individuals looking to attend the annual conference and has been the subject of many web 2.0 efforts as we have been receiving an increasing amount of feedback on how it has helped potential attendees gain approval to attend.  Exhibit sales continue to remain active growing closer to the budgeted revenue goal.  Currently there are 256 exhibiting companies.
