EMD MEETING MINUTES - JANUARY 12,2001

The meeting was called to order at 11:05 a.m. by Chairperson Millie Miller.
Introductions made by those in attendance.
OLD BUSINESS:
Letter to State EMS/EMD : Email from Mike Merrill was discussed. Millie
will draft a letter of response to him reference this, perhaps with a copy
to Michael Armacost. Millie will have the letter out within a month, to the
committee for review before sending it.
Discussion was made about contacting fire councils/fire fighter associations
for support.
Jackie Reynolds from ADCOM informed that EMS council (RETAC committee) is
very active with ADCOM, they were able to receive an EMS grant to use
towards EMD issues.
Claudia Morris volunteered to re-set up the States data base of providers
and training groups. Any one who has lists, would be able to assist as long
as the list is in .TXT format. She also has a coordinator program for
tracking purposes. Claudia asked about an EMD web site. The committee will
be checking into finding a server with space and a grant for funding.
Millie will contact Lorie Borgers at State Health to get forms for grant
money.
NENA and APCO will be contacted to find out what States also have
legislation overseeing EMD.
Millie stated a lot of agencies, such as Larimer County, are going with
Medical Priorities because of the support they receive from the companies.
C/E: Adams County is doing quarterly training and will check to see if it's
open for all.
In addition to Trauma - Life in the ER, it was recommended viewing of
"maternity ward" on the Learning Channel as a portion of the video viewing
for C/E hours.
NEW BUSINESS:

American Heart Association CPR - Kathy Cline gave an up date to new AHA
protocols; lay persons are no longer being taught to check for a pulse.
Ratios for 2 man CPR have been changed to 15:2.
Claudia Morris of EMD Associates announced that EMD Associates is not going
to recommend the use of an AED on their cards.

This is the State Statute that shows the EMS division is responsible for
issuing EMD certificates:
25-3.5-201. Training programs. (1) The department shall design and establish
specialized curricula for personnel who respond routinely to emergencies.
Each curriculum shall be approved by the council in consultation with the
state board of medical examiners. The board of county commissioners may
select from the various curricula available those courses meeting the
minimum requirements established by said board.
(2) The department shall distribute the curricula and teaching aids to
training institutions and hospitals upon request from a recognized training
group or hospital. If any county is unable to arrange for necessary training
programs, the department shall arrange such program within the immediate
vicinity of the agency requesting such program. The department shall issue
emergency medical technician certificates pursuant to section 25-3.5-203 (1)
and may issue certificates of successful course completion to those
individuals who successfully complete other emergency medical services
training programs of the department. Such programs may provide for the
training of emergency medical dispatchers, emergency medical services
instructors, emergency medical services coordinators, and other personnel
who provide emergency medical services. The receipt of such a certificate of
course completion shall not be deemed state licensure, approval, or a
determination of competency.
