State EMD Committee:

 

I have put together the following proposal for this group’s consideration.  As discussed at last month’s meeting, there is a need for someone (who is not busy with agency duties) to handle the coordination of training and to manage the database for agencies who use the State EMD program.

 

This person would be responsible for keeping an accurate database of all participants and for coordinating and scheduling training courses.  The benefit of this type of coordination would be creditability and accountability.  Once established, it would be easier to prove to the State Legislation the need for statewide EMD certification, giving professional standards to EMD personnel.  This could be a first step in getting dispatcher certifications.

 

 

There are a number of EMD trainers throughout the agencies and they each need to teach minimum required classes.  These trainers would be used to teach Refresher, Provider and Instructor courses.  If the Refresher and Provider courses were set up quarterly each year in different locations throughout the state, agencies would be able to schedule appropriately and fill these classes.  The courses could be held monthly if the need is present.  The Instructor course could be held once or twice a year.

 

A small fee could be charged per person to pay the coordinator.  Various agencies would be responsible for “hosting: the classes and by doing so their fee could be discounted or waived.  I have made some assumptions about the number of people who would require training to check the feasibility of such a proposal.  The following is a breakdown of those assumptions.

 

EMD Provider  @  $25                           100 pp X $25 = $2,500

EMD Refresher @ $10                            300 pp X $10 = $3,000

EMD Instructor @ $35                             10 pp X $35 = $   350

EMD Instructor Refresher @ $10            20 pp X  $10 = $   200

Grant funding could be available through the State EMS Grant program. If a matching grant could be procured there could be up to $12,100 available to make this project a success.  The State EMS Grant cycle requires grants to be submitted in February and the funds become available in the summer.  The R.E.T.A.C.s may consider funding at some time in the future.

 

This position could also be responsible for coordinating EMD Quality Assurance for agencies who want to participate in a group program.  This would also be a huge benefit moving toward statewide certifications by providing more consistency among all agencies. 

This could be very work intensive, therefore, I will not venture an estimate until there is enough interest.  With enough interest, I would be happy to provide a proposal for the next EMD committee meeting.  This could also be funded with agency participation fees as well as matching grant funds.

 

I would be willing to research all grant funding opportunities, provide the traning coordination and database management if the group feels it would be worth pursuing.  After receiving the survey results, I would send letters to all agencis involved to see if they would be willing to budget for these small fess and enter into agreements for grant purposes.  My fees would be $12,000 per year to manage this project.

 

I have 17 years experience with Summit County Communications 911 Center and have functioned in all aspects of the Center.  I became an EMD provider in 1987 and am current as an EMD provider.  I have experience in coordination of training and Quality Assurance.

The committee discussed that this would have to be a volunteer position this year.

 

It was discuss to go back to 1998 to get copies of all certificates for providers and Instructors, and bring to the May 17th meeting in Boulders.

 

Marion recapped the last meeting:

The grant time went by it was in February.

 

Kim suggested that we start fresh, instead of going back to 1998 we go from this year forward.

If agencies don’t have copies of certificates that a letter from that agencies would be enough.

 

It was discussed to write a grant at the November 15th meeting. The committee would have a better handle on the numbers and stats.

 

This committee needs to have a written plan of action, were the State EMD is going.  It is critical that we get this done for the SEMTAC committee and the need for EMD and the History.

Jaci volunteered to put a rough draft together for the May meeting.

 

The committee also needs to get a 5 year goal for EMD.

 

It was discussed if the State EMD could go under another agency like Fire Safety.

 

Cindy will go on the  NENA website  and get Other States Legislations on EMD.

 

It was also mentioned that the State of Colorado is a high tourism area and this needs to be noted to SEMTAC.

 

 It was noted that Rio Blanco County has 2 PSAP’s

EMD is not in Statute or rule. Can not get on any existing bill.
