Old business:

Discussion of Survey. 72 surveys were sent out and there was 28 agencies that replied. Of the
responses only 3 agencies did not provide EMD services. Of those that did provide EMD utilize
the State program. Several
agencies inquired about courses and setting up programs to have their employees EMD trained.

EMD Associates is no longer in business. This agency had provided training and offered services
to assist agencies in setting up an EMD program.

New Business:

Mike Merrill drafted an informal letter to SEMTAC Rep, Chuck Vale, with information of a staff
study indicating the concerns and needs to support
EMD and information as to what has fallen to the wayside in the last five years, i.e. recognition
and files of EMD Providers and Training Groups. Mr.
Merrill stated that EMD has been very active since 1992 however, the EMS started to decline
their support and that no state regulations are sanctioned to support EMD.

Chuck Vale than addressed the committee and informed he has been actively gathering data and
issues and making determinations of the problems faced by the EMD Committee/Program. Mr.
Vale gave a brief overview of his involvement with communications in the last 32years. He stated
that he is always been an advocate of the EMD Program and can understand the concerns.

Mr. Vale strongly suggested we get all agencies actively involved to provide more energy and
support in addressing the SEMTAC Committee. By getting all agencies involved we could gather
more accurate information and data to assess the priorities of the EMD Committee/Program.
Thereby to obtain recognition and support by the State as was the initial intentions of the
Committee several years ago.

At the suggestion of Mike Merrill, the EMD Committee resurrected a Task Force. We elected to
divide the Task Forces into regions of the State using
I25 and I70 as our guidelines. If any agency is interested in assisting do not hesitate to contact the
following in your region:

NW Quad - Sharon w/ Routt County
SW Quad - Lynnette w/ CSP
NE Quad - Kimberly w/ Boulder County
SE Quad - Marian w/ Aurora Fire

The Task Force goals are to gather information from all communication centers pertaining to
EMD education/training, QA/QI program and recognition.

It was motioned to have Bi-Monthly meetings this year in an effort to gather all pertinent
information and be prepared to attend or submit this information to Mr. Vale for SEMTAC. All
