January and February minutes were approved
The task force on membership requirements had been unable to meet. The task force consists of Kim, Jackie R. Millie.
Discussion of 501© and registration fees and collection were tabled; Jaci Louise and Mike were not present.
Our grant application was not approved. Michael Armacost the Prehospital Care Program Director came to the meeting and handed out a memorandum directed to the SEMTAC Communications committee members and the SEMTAC Resource committee members. The memo states the Prehospital Care Program will be requesting from the EMS-Children Program of the Maternal and child health bureau the use of 1 FTE from the EMS-C partnership grant to support the EMD program in Colorado. This three-year grant will provide minimal resources for this activity while the EMD community and SEMTAC find a long-term solution to EMD infrastructure in Colorado. They listed their reasons for deciding to reinvest time and effort into EMD as:
1. At least 25% of the dispatch centers in Colorado report using the EMD training and dispatch cards published by CDPHE in 1995.
2. State support of EMD was identified as a high priority in several of the 15 components of the draft EMTS plan currently under development.
3. Dispatchers continue to play a key role in the initial treatment of patients in the out of hospital setting. Pediatric patients often receive the most long-term benefit of pre-arrival instructions.
4. Currency of medical training of dispatchers will likely have an increasing role in planning and implementing the EMTS system response to WMD.
5. PCP staff has been spending an increasing amount of time assisting the EMD community in finding resources to address these issues.
The PCP is planning to support the following list of activities to improve the EMD program in Colorado. This list is in priority order:
1. Update and maintain accurate database regarding all Colorado dispatch agencies and their use of EMD and or priority dispatch.
2. Revise EMD standards (cards) to update agencies using outdated programs. Seek state medical direction review.
3. Revise EMD training group policies and begin recognition of training groups using National Standard Curriculum where possible.
4. Assist in coordination of EMD training group records.
Michael Merrill will be assigned to this project. We will be preparing a request to submit to MCHB to add this responsibility to the EMS-C project
